Answering a call for "officer down," Frank discovers the victim is not a cop but a prostitute dressed as a cop. Investigating further Frank uncovers an escort ring run by a ruthless vice cop. With the help of Russian detective Alex, Frank works outside the system to shut down the corrupt vice cop, while Tommy takes a personal interest in one of the Russian prostitutes. But when everything else fails, Frank realizes there's only one way to bring down the corrupt vice cop – use someone else's deadly agenda against him.
