The story is set in an alternate history of 1950s Japan. Some ten years after the end of World War II, the whole Japan society is in turmoil because of economic collapse. In order to keep social security, the government sets up the Capitol Police Organization, whose central unit is the heavily armed Special Unit, equipped with fortified armor. They employ its overwhelming force to repress the anti-government riots. Kazuki Fuse, a member of the Special Unit, fails to shoot a terrorist girl in an operation against guerrillas; ends up in her detonating a suicide bomb, killing herself right before his very eyes in a sewer. He is therefore haunted by the girl's image. One day, he meets Kei Amemiya, who claims to be the elder sister of the dead terrorist. They begin to develop a relationship, while their love has been stained by the bloodshed of political disputes from the very beginning. At last they make their way back to the sewer to face their respective destinies.
