When two fathers on opposite sides of the country are inexplicably murdered at the exact same time in the exact same way, Mulder and Scully find that their eight-year-old daughters are perfect twins and were created in order to continue The Litchfield Experiment, a mysterious eugenics project.

The agents visit a small town to investigate a series of bizarre deaths that coincide with strange astrological phenomena.

A scientist working on advanced propulsion technology is killed by a disabled janitor, Roland, who then corrects the man's calculations. Mulder and Scully investigate and find that another recently deceased scientist, whose head is cryogenically frozen, was Roland's twin brother and is controlling him telepathically from beyond the grave.

Mulder must find a way to capture an alien bounty hunter who has been murdering doctors and has kidnapped Scully.
