Looking into a suspicious murder case, Oliver realizes an innocent man, Peter Declan (guest star LANE EDWARDS), was framed by one of the targets on his list. As Arrow, he asks Laurel to help prove Declan's innocence. Meanwhile Walter asks one of his employees, Felicity Smoak (guest star EMILY RICKARDS), to look into a $2.6 million withdrawal that Moira made without his knowledge.

In Seattle the team investigates a man's attack on his boss, who he thought was a ram-horned demon; Broyles has a disconcerting meeting with Nina Sharp of Massive Dynamic.

The VRA is in full effect and things take an unfortunate turn of events after the Green Arrow tries to stop a mugging but is attacked by citizens for being a super hero. Clark discovers that the civilians who attacked Oliver were all marked with a darkness tattoo. Carter Hall and Star Girl (guest star BRITT IRVIN) return to help Clark deal with Slade's (guest star MICHAEL HOGAN) re-emergence after he kidnaps Lois.
