Detective Kelly (David Caruso) risks his career and life by testifying on behalf of Detective Licalsi (Amy Brenneman) in her double homicide trial.

The detectives follow a string of mysterious homicides; a woman runs over her unfaithful husband; a murdered woman has an uncertain relationship to her brothers.

Sipowicz and Sorenson stay out of the squad room in order to avoid the new lieutenant. While supposedly researching an old case, they discover the body of a young girl, burnt beyond recognition.

Sipowicz reaches out to an ex-cop whose daughter was murdered, while Lt. Rodriguez intervenes when detectives from another squad try to take over the investigation.

Whilst driving, off-duty, Sipowicz witnesses a robbery and, in pursuit if the attackers, fires on a car which he believes contained armed suspects.

A mentally unbalanced woman poses as an officer and performs heroic acts; a witness demands a reward before he will identify a murderer.
