Carcetti maps out a damage-control scenario, McNulty asks Landsman to pull police off the homeless case, Haynes' concerns about Templeton fall on deaf ears, and Dukie seeks out an old mentor for a loan.

The brass begin to panic when Mayor Carcetti's master plan for the police department is leaked to the press. Meanwhile, McNulty shares some knowledge with Gutierrez, and Marlo turns to Proposition Joe with an enviable problem.
