After a bombing at a party that kills the Secretary of the Navy, DOD inspector Parsons starts to believe Gibbs and helps him find the people trying to kill the NCIS team.

Ziva is still missing in Israel and Tony travels there to find her. Meanwhile, Gibbs and the others are trying to find the source of a terrorist ring that seems intent on wiping out the team.

In the aftermath of an event that strikes close to home, the NCIS team unites to seek answers and demand justice in order to protect their most vulnerable colleagues.
