Terry gets into a lather when a new carpet fails to arrive in time for a visit from his boss. The neighbours help him precipitate disaster.

Harold suggests that it's time for Hercules the horse to be sent off to the cat food factory. Albert is dismayed and things get worse when Hercules falls ill. Luckily, some fellow totters offer to help them out and collect junk on their behalf. Harold and Albert soon conspire to make the most out of the situation. The TARDIS gets transported to the 1920s while heading to Metebelis Three, leaving the Doctor and Jo in the hold of a cargo steamer that mysteriously vanished in the Indian Ocean.

The Doctor and Jo have both been miniaturised and trapped inside a Miniscope, the property of showman Vorg. The Scope has been impounded on the planet Inter Minor and may be destroyed.

The Drashigs are pursuing Jo and the Doctor through the Miniscope, who are trying to escape. On Inter Minor, scheming bureaucrats intend to release the Drashigs, in a plan to topple their leader.

The Miniscope is damaged and beginning to fail, the Drashigs running loose. The Doctor is desperate to save the lives of Jo and everyone trapped inside the Miniscope, but is hindered by the Inter Minorans who have their own agenda.
