The Doctor is invited to visit the planet Tigella by its leader, Zastor, who has become concerned about disputes between his people's two opposing factions, the religious Deons and the scientist Savants.

The Gaztak ship lands in the jungles of Tigella and Meglos heads to the city to demand access to the power room. Meanwhile, the TARDIS misses the city completely, materializing deep in the jungle where the Doctor and Romana become separated.

Meglos has escaped with the power source and he intends to use it to create a weapon so powerful that it can destroy entire planets. The Doctor must stop him before it is too late.

Tensions rise in the city as the power begins to fail. The Deons and the Savants each blame each other but it is the Doctor who then falls under suspicion. Meglos is still at large and struggling to contain his true form as a religious coup takes place. Soon Lexa is preparing to make a sacrifice to the gods.
