Mr Platt and the Painter

S1, E5: The Mayor informs Mr Platt the clockmaker that the Town Hall clock is going to be painted. After Mr Harkin finishes the job Mr Troop goes into Mr Platt's shop to tell him that the clock has stopped. What could be stopping it?
