The leader of the criminal esper group P.A.N.D.R.A. is jailed in the prison for espers, Deadlock. There, he meets a man with curiously colored eyes who catches his interest.

Hyoubu orders the Catastrophe to Japan where they are met with a warm welcome from old friends, B.A.B.E.L.'s Minamoto and 'The Children'.

Those closest to Hyoubu explore and shop around Tokyo. Andy treats Yugiri to a special treat, but is approached by B.A.B.E.L. with information on the Major's past.

A glimpse into Hyoubu's past reveals the origin of Japan's first Special ESP Unit. Fujiko, Hyoubu's headstrong, adoptive sister, gets the Unit into hot water with the Navy.

Continuing the glimpse into Hyoubu's past, the boy is chosen to represent the Special ESP Unit against the Navy in a game to prove their worth.

The U.S.E.I. assaults the Catastrophe with Andy's aid, but their real goals shock him. B.A.B.E.L.'s hands are tied, unable to help, as Hyoubu fights for those he loves.
