When regional air traffic controller Neil Rawlings goes missing, Jack and the team learn that he had been distracted recently but was otherwise an exemplary employee. As they dig deeper, they find out that Neil was threatened by a Middle Eastern pilot whom he reported to the authorities for circling a power plant in restricted airspace. Also, Neil owes a lot of money to the hospital where his wife died.
